THE UNSIGNED FUND BALANCE FOR THE GENERAL FUND WAS 35 MILLION, AN INCREASE OF $4,700,000 OVER LAST YEARS. THAT MEANS THAT THERE WAS $4 MILLION, FOUR $4.7 MILLION OF AN INCREASE. AND THROUGH THE, THE HELP OF, UH, THE ENGINEER, WE WERE ABLE TO FIND OUT THAT WE HAD THE RIGHT OF WAY. AND SO THIS IS A PROJECT THAT, YOU KNOW, BENEFITED A, A, A BIG, UH, UH, A BIG SPACE. HOWEVER, FOR PURPOSES OF THE WATER DEVELOPMENT BOARD SETTING THE INTEREST RATE, THEY USED A DOUBLE A, WHICH PROVIDES ADDITIONAL SAVINGS. THE TRUE INTEREST COST AFTER WE AGGREGATE ALL OF THE AMOUNTS, IS A 2.557. AND THIS IS AN EQUIVALENCY 30 YEAR LOAN. AND THE IMPORTANCE OF THAT IS THAT THE WATER DEVELOPMENT BOARD WITH THIS PROGRAM WITH AN EQUIVALENCY LOAN PROVIDES A 40% INTEREST RATE SUBSIDY. SO IF I MAY, PLEASE ASK YOU TO TURN TO THE NEXT PAGE. BUT THOSE DOLLARS STAY AT THE WATER WORK SYSTEM, THEY EARN INTEREST. THE WATER WORK SYSTEM GETS TO EARN THE INTEREST, AND GENERALLY WHAT HAPPENS IS THAT RESERVE FUND IS UTILIZED TO MAKE THE LAST DEBT SERVICE PAYMENT. AND THEN PLEASE, ONTO SLIDE SEVEN, WE RECOMMEND THAT THE CITY COMMISSION CONSIDER AND APPROVE THE TERMS FROM THE WATER DEVELOPMENT BOARD AS THE PURCHASER.
